Help shape the nuclear safety culture that will underpin one of Australia’s most significant nation-building programs.
Australian Naval Infrastructure (ANI) is delivering the infrastructure that will support Australia’s conventionally armed, nuclear-powered submarine program. As custodian of the Osborne Naval Shipyard and developer of the future Nuclear-Powered Submarine Construction Yard (NPSCY), ANI is at the centre of one of Australia’s most complex and strategically important infrastructure projects.
We are seeking an experienced Nuclear Culture Specialist (Human & Organisational Factors) to establish and lead ANI’s Nuclear Culture and Human & Organisational Factors (HOF) capability.
Reporting to the Head of Nuclear Safety, this role will drive the development and integration of nuclear culture, leadership behaviours, decision-making frameworks and human factors methodologies across ANI, its partners and supply chain. Working closely with Executive Leadership, Nuclear Stewardship, People & Culture and SHEQ teams, you will help ensure nuclear safety is embedded into the way we lead, govern and deliver work.

Key Responsibilities:
- Lead the establishment, implementation and sustainment of ANI’s nuclear culture and human and organisational factors capability.
- Design and embed ANI’s nuclear safety culture framework, including behavioural standards, leadership expectations and decision-making principles.
- Develop and integrate human and organisational factors methodologies into ANI’s management systems, governance arrangements and operational activities.
- Influence and support contractors, partners and supply chain organisations to align with ANI’s nuclear culture expectations.
- Establish measurement frameworks, maturity models and performance indicators to monitor and continuously improve nuclear culture and HOF outcomes.
- Provide strategic advice to executive leaders on nuclear culture, organisational performance and risk management.
- Lead organisational capability building through education, coaching, guidance and cultural improvement initiatives.
- Ensure compliance with nuclear regulatory requirements and emerging expectations from the Australian Naval Nuclear Power Safety Regulator (ANNPSR).
- Foster strong working relationships across ANI and external stakeholders to drive a consistent and integrated approach to nuclear safety.
About You:
You are a recognised leader in human and organisational factors, safety culture or organisational performance within a highly regulated and high-hazard environment.
You bring a strong understanding of how leadership, governance, systems, workforce capability and organisational design influence safety outcomes, and have successfully translated these concepts into practical business improvements.
You are equally comfortable engaging with executives, regulators, project teams and external partners, and can influence complex stakeholder groups to achieve shared outcomes.
You will also have:
- Australian citizenship and the ability to obtain and maintain required security clearances.
- Tertiary qualifications in Human Factors, Organisational Psychology, Safety, Business Management or a related discipline.
- Extensive experience developing and implementing human and organisational factors, safety culture or organisational performance programs within nuclear, defence, aviation, energy, rail, mining, oil and gas, or other high-hazard industries.
- Demonstrated success operating within complex, multi-agency and highly regulated environments.
- Strong knowledge of organisational culture, leadership systems, governance frameworks and performance improvement methodologies.
- Experience influencing senior leaders and driving organisation-wide change initiatives.
- Excellent stakeholder engagement, communication and facilitation skills.
